
Sapporo Enhances Banking Support for Foreign-Owned Businesses
On May 29, 2025, Sapporo Transnational Expansion and Partnership (STEP) launched its comprehensive banking support system as part of Japan’s Financial and Asset Management Special Zone initiative. Initially introduced with two regional banks in Hokkaido earlier this year, the system has now expanded, with Japan’s three largest banks joining the support network.
This expanded partnership allows STEP to provide a wide range of banking assistance services, including English-language support, document guidance, and help with application preparation. Interpretation support is also available at bank counters and during application screenings. This enhanced banking support system will help foreign entrepreneurs smoothly establish their businesses in Sapporo, complementing other services such as incorporation registration, employment and social insurance procedures.
Initially introduced in February with Hokuyou Bank (North Pacific Bank) and Hokkaido Bank, the network now includes MUFG Bank, Mizuho Bank, and Sumitomo Mitsui Banking Corporation. With their participation, Sapporo City has become the only city north of Tokyo to offer such extensive banking support through five major financial institutions.
Sapporo Transnational Expansion and Partnership (STEP) is a one-stop business support service for international businesses exploring expansion into Sapporo. It has successfully handled 130 business expansion inquiries since its office opening in October 2024.
